The electrical security in terms of water making direct contact with electricity is dependant on the element not on the towel rail itself. The element is actually an elictrical coil contained within a metal sheath and it is that which is in direct contact with the water. It is designed for the purpose. I suppose it is possible in time for the sheath to corode but that is true of all electrical heating elements such as immersion heaters etc. Normally the element would fail and be replaced long before that situation arose.
